In October 1982, the married couple Irene and Peter Ludwig established the "Ludwig Foundation for Art and International Understanding GmbH." After the sudden death of her husband Peter Ludwig on July 22, 1996, Irene Ludwig set up the "Peter and Irene Ludwig Foundation." As a legally recognized foundation under civil law (in the sense of Article 2, Paragraph 1 of the law of the state of North-Rhine Westphalia), this newly established foundation continues the work of its predecessor. Its organs are the board of trustees, of which Irene Ludwig was the chairman until her death in 2010, and the board of directors. The seat of the Peter and Irene Ludwig Foundation is Aachen .

The purposes and tasks of the Peter and Irene Ludwig Foundation are specified in its statutes, according to which the purpose of the foundation is fulfilled particularly by the acquisition and administration of artworks and art objects, including the realization of exhibitions as well as loans to exhibitions which are open to the public, the provision of financial assistance for the purchase and preservation of artworks, and support of exhibition projects.
The main task of the Peter and Irene Ludwig Foundation lies in the consistent continuation of international involvement as intended by the Ludwigs. Reflecting and conserving their spirit in equal measure, global openness is one of the essential characteristics of the Peter and Irene Ludwig Foundation. Thus it is incumbent upon the foundation to foster friendly international relations on the cultural level.
One of the fundamental goals is the cooperation of all Ludwig Museums. It becomes possible on this basis to pursue the aforementioned, formative idea. The promotion of multicultural dialogues will improve social relations across national borders. With the establishment of a foundation, Irene and Peter Ludwig accomplished the institutionalization of their intentions upon the basis of the activities with which they had been involved up to that point. The Peter and Irene Ludwig Foundation brings together ideas and ideals, and it constitutes a legacy devoted to assuring the continuation of the activities and deeds of the Ludwigs.

As intended by the creators of the foundation, it is the task of the foundational organs, in analogy to the activities and collection of the Ludwigs, to conduct the Peter and Irene Ludwig Foundation into the future. At the same time, these organs should be free to adapt themselves to changing times. The Peter and Irene Ludwig Foundation was not established to preserve the Ludwig Collection as a monument but instead, in accordance with the thinking of the creators of the foundation, to pursue activities which radiate a beneficial influence upon the current times.
